Bio - Sheara Krvaric joined Brustein & Manasevit in 2003. Ms. Krvaric assists
clients with both fiscal and programmatic aspects of a variety of
federal education programs, including the Elementary and Secondary
Education Act, the Adult Education and Family Literacy Act, the Carl D.
Perkins Vocational and Technical Education Act, and Title IV of the
Higher Education Act. Ms. Krvaric also works with clients on the
requirements of OMB Circulars and other administrative regulations, such
as the General Education Provisions Act and the Education Department
General Administrative Regulations.
Ms. Krvaric conducts training workshops for state and local education
agencies on complex administrative and fiscal issues. She also developed
a Masters level university course on federal grant programs and grants management.
Ms. Krvaric has experience in defending clients from adverse audits and
other federal enforcement actions. She also counsels state and local
agencies on special grant conditions, high-risk grantee status, and the
Cooperative Audit Resolution and Oversight Initiative.
Ms. Krvaric has a strong background in administrative law and federal
civil procedure. Prior to joining Brustein & Manasevit, she worked in
the Office of Chief Counsel at the Internal Revenue Service. Ms. Krvaric
worked on many issues related to the Administrative Procedure Act, including the regulatory process
and court review of agency decisions. Ms. Krvaric also assisted the Department of Justice with
appellate litigation, argued motions in the U.S. Tax Court, and drafted non-regulatory guidance for
the IRS.
Ms. Krvaric graduated cum laude from Santa Clara University School of
Law in 2000 and received a Bachelor of Arts from the University of
Maryland in 1997. While in law school, she served as the Ethics Editor
for the Santa Clara Law Review where she published Ethics Year in
Review, 40 SANTA CLARA L. REV. 1219 (2000). Ms. Krvaric is a member of the bars of California, the
District of Columbia, the United States Tax Court, and the United States Supreme Court. |
