Ms. Cowan will address the latest compliance and enforcement issues facing school districts concerning federal program administration, including SES and school choice, highly qualified teachers, combining funds in schoolwide programs and time distribution requirements.

Bio - Kristen Tosh Cowan, Esq., is nationally recognized for her expertise in the area of federal education law. As a partner with the law firm of Brustein & Manasevit, Ms. Cowan has primarily focused her work on audit and compliance issues within the Elementary and Secondary Education Act of 1965, most recently reauthorized as the No Child Left Behind Act of 2001 (NCLB). Ms. Cowan advises states, school districts, and post-secondary schools on compliance with these programs, as well as the complex administrative rules of various federal agencies. Ms. Cowan has also worked closely with private industry concerning nonpublic schools, charter schools, and third party contractors.
Ms. Cowan is the author of the definitive guide on Title I of NCLB, published by Thompson Publishing Group, entitled “The New Title I: The Changing Landscape of Accountability,” now in its fifth edition. In fall 2006, Ms. Cowan co-authored a seminal work on cross-cutting grants management principles, entitled “Federal Education Grants Management: What Administrators Need To Know” (Thompson Publishing Group, 2006) In addition, she regularly writes for the Title I Monitor; the Title I Handbook; the School Administrator’s Guide to ESEA Formula Grants, and the Single Audit Information Service, all publications of the Thompson Publishing Group. She is a regular speaker at national education conferences and audioconferences.
Ms. Cowan received her Bachelor’s Degree in public policy from Duke University in 1990 and graduated with honors from the American University, Washington College of Law, in 1993. A native of Beaver, Pennsylvania, Ms. Cowan is admitted to practice law in Pennsylvania and the District of Columbia.
